It's quartz. Without better pics, the assumption is that the orange coloring was caused by iron.
The "bubbles" are called "druzy".
Pretty specimens, but not of any appreciable monetary value.
Oregon is a good place for hounds. If you'd like to find gemstones, do your research and chances are that you'll discover that there are good possilbilities in your area. Oregon has lots of great agate, chalcedony, jasper, etc.

I would say iron staining too, probably could clean it in vinegar soak for a long time, Iron Out, or Oxalic Acid although I'd be against cleaning it as the calcite would disintegrate along with the "rust" staining. The bubbles could also be chalcedony with quartz druzy over it. It is pretty as a specimen.
