Since I haven't seen anyone explain it anywhere, I'll ask it here.
If we are to believe the text in J.B. Ward's pamphlet, he is the one that numbered the documents, not T.J. Beale. So why does the decoded "#2" reference "#3" and "#1?"

Digital has asked a "BY ALL THAT'S HOLY" honest to GOD question that is worth contemplating if you want to believe a story about treasure . The author of Beale Papers numbered the documents himself. He also invented the ciphers and He designed the story. He created the decipherment to number two then manufactored the code to almost match it, with some errors in it as part of his design to help you solve other parts of it. Infact part of his instructions are to retrieve his mistakes if possible
J.B. Ward did not write the papers, he is only the agent (self proclaimed)
The TJB letters are only a part of the story written by the author himself
with out the decipherment of code 2 and the method of decipherment given in the beale papers, the story would have limited interest and is not even well written. It was designed into this story to generate interest. And if anyone believes anything else read Digitals question and you answer it.

There never were three destinct and separate codes. There was only one cipher code. On page 16 of the Job Print Pamphlet, you will find this message from tjb, "The papers enclosed herewith will be unintelligible without the key, which will reach you in time, and will be found merely to state the contents of our depository, with its exact location, and a list of the names of our party, with their places of residence, &c.
If there were three cipher codes then the code number one would have the contents, code number two would give the exact location and code number three would have a list of the party of men.
The author of the "Job Print Pamphlet" made up the cipher code we know as cipher number two hoping to publish his work and find the key to the actual cipher. He or she passed this along to James Ward to act as agent for the author. The author was the one that said he toiled with codes and finally by pure chance happened upon the DOI and then part of the story was made plain to him or her. James Ward was not the man that deciphered Code Paper Number Two. That was done by the author and it was an outright trick to decieve the public into finding the "KEY" and sending it to his agent James Ward. Since, he was never known, he could have gotten the treasure and no one would have ever known who he was, unless James Ward exposed his name to the public.
Since, James Ward was to receive a portion of the treasure once found, he would never reveal that name.
I know the name of that individual. It was with a member of this family that Pauline Innis found the story of the Beale Treasure and the iron box in southwest Roanoke, Virginia. Her husband, Admiral Walter Innis, Toler Ranson and Buck Wright (rode with Jesse James Gang) searched for the Beale Treasure years before the story was ever published by Walter and Pauline Innis in Argosy Magazine or with their published book, "Gold in the Blue Ridge." Mrs. Innis could enlighten us all if she would publish the true story of how she found the iron box in Southwest Roanoke.
Since, Jesse James was KGC agent, the Beale Treasure could have something to do with a Civil War Cache. I don't know how Buck Wright found out about the treasure. If it was a handed down story from relatives of the Roanoke Family, then the Beale Treasure could still have happened the way the story tells it. I have enough solid evidence to prove that tjb did go out West on several trips and that he could have brought a treasure back and buried it in Bedford County, Virginia.

I figured that out way back in the early 1980s, and I wrote about my findings in an article that was carried in the August 1987 issue of Treasure Magazine. This was the first time for anyone to come up with that observation in print. Unfortunately, in their thirst for gold, few pay attention to the negative aspects of the so-called Beale treasure mystery. They have one-track minds, all focused on the codes. I have said a thousand times or more, the codes are part and parcel of the Beale Papers. If the story does not hold water (and it doesn't), it stands to reason that the codes are equally suspect. After reading Gold in the Blue Ridge, I wrote to the authors about several points that simply were not true. I received confirmation from their agent that my letter had been passed over to them, but they never replied. The so-called Beale treasure has become a cottage industry for those writing volumes about it, and they resent my intrusion into their cozy little world. They don't want people coming out with the truth, because it undermines their book sales potential. I have offered my treatise on the subject -- based on FACT -- to all-comers, but few if any accept my offer, and resent me trying to end their dream of riches. These are people with closed minds. The reality is that they have a better chance of winning the Lottery than finding a hoard than doesn't exist. And, of course, I realize that you can tell some people that black is black, and even offer proof, but they refuse to accept it because their minds are already made up. Point out the truth to them and they'll come back with, "Now, about the codes..." It's a lonely world from where I stand. Remember this, Digital, at one time most of the world's population believed that the world was flat, so perhaps I shouldn't be too surprised!!! You are one of the few that seem to agree with my findings.
